ANTOLOGIA DI DIRITTO PUBBLICO (ADP)

Art. 1 – Objectives and Scientific Scope of the Journal
1. Antologia di Diritto Pubblico (ADP) serves as a platform for the development and dissemination of research aimed at reflecting upon scientific contributions (essays, articles, monographs, edited volumes, encyclopedia entries, etc.) that have historically shaped the debate within Italian and foreign public law scholarship. The journal is promoted by the Department of Economics and Business of the University of Eastern Piedmont and by the Faculty of Law of the University of Trento.
2. The objective of the Journal is the in-depth study and discussion, also from a critical perspective, of themes and institutions relevant to the study of public law, starting from the re-reading of classic texts within the discipline. These notably include fundamental rights, sources of law, forms of government, the structure and functioning of public administration, the territorial organization of institutions, constitutional justice, supranational integration, and international law.
3. The cultural mission of the Journal addresses the need for dialogue and constant updating within the public law scholarly community regarding the diverse issues raised by current regulatory, institutional, and jurisprudential developments, in relation to the scientific reflections emerging from the examination of classic texts in public, constitutional, and administrative law.
4. The internal organization of the Journal reflects these objectives through a division into two parts. In the first section, named “Il testo” (“The Text”), classic public law texts are published in digital format in order to promote their preservation and dissemination. The second section, “Letture e interpretazioni” (“Readings and Interpretations”), is dedicated to the critical analysis of the texts published in the first section. Furthermore, at least biennially, the Journal publishes in digital format an independent special issue (“Classici in collana”) featuring particularly significant texts whose importance and, in some cases, length warrant individual republication.
Art. 2 – Journal Bodies
1. Antologia di Diritto Pubblico is an online scientific Journal.
2. The bodies of the Journal are: the Directors; the Editorial Board; the Scientific Committee; the Editorial Secretariat.
3. There are three Directors: one serves as the Editor-in-Chief; two serve as Deputy Directors. The Directors who meet the requirements prescribed by law take turns serving as Editor-in-Chief. The Directors coordinate the activities of the Editorial Board and determine its direction, in addition to performing the duties specified in the Code of Ethics.
4. The Editorial Board is composed of six university professors belonging to the public, constitutional, and administrative law scholarly communities. It includes the Editor-in-Chief and the two Deputy Directors.
5. The Editorial Board is responsible for selecting the topics for scientific analysis and for managing the Journal.
6. The Scientific Committee consists of between 12 and 25 university scholars, both Italian and foreign. Once a year the Editorial Board convenes it to receive suggestions and recommendations useful for the planning and improvement of the Journal’s activities.
7. The Editorial Secretariat facilitates relations between the Editorial Board and the Authors, provides technical support throughout the evaluation process (anonymizing contributions to be sent for peer review, sending contributions to reviewers, maintaining the archive, and reporting urgent evaluation matters to the Editorial Board), and is responsible for publishing contributions as well as compiling the journal issues.
8. The Editorial Board is responsible for preparing the list of referees, chosen from individuals who do not belong to any governing body of the Journal.
9. The editorial bodies of the Journal are composed of scholars from highly qualified and prestigious universities and research institutions/bodies, both Italian and foreign. The editorial bodies with decision-making powers regarding the publication of contributions (Editorial Board and Scientific Committee) shall not include, taken as a whole, more than 40% of members affiliated with the same university or research institution/body.
10. Members of the editorial bodies who retire from service shall promptly notify the Editorial Board to ensure compliance with the minimum threshold of 30% required under Art. 11, para. 3 of the ANVUR Regulations approved by resolution of the Board of Directors on December 21, 2023, no. 306.
Art. 3 – Periodicity of the Journal and Publication of Texts and Contributions
1. Antologia di Diritto Pubblico is published semi-annually.
2. The texts to be published in the first section may vary in length and be either shorter or longer than the contributions of the second section.
3. The second section features contributions that, as a rule, are no shorter than 35,000 characters, including spaces and footnotes, and do not exceed 60,000 characters, including spaces and footnotes. Each issue includes at least three entirely original scientific contributions for this section, excluding commentaries and previews, even scientific ones, of forthcoming issues.
4. Contributions and texts may be written in Italian or in a foreign language (English, French, Spanish, and German).
5. Texts intended for the first section of the Journal are published in digital format in full compliance with current copyright laws. Contributions to be published in the second section cannot be previews of contributions intended for other journals or volumes, and are requested from authors upon proposal of the Directors and the Editorial Board, who are responsible for selecting the texts for the first section of the Journal.
6. Full issues are published and available for download in open access mode on the Journal’s website, along with these Regulations, the Code of Ethics, the composition of the editorial bodies, and the procedures for manuscript submission and peer review.
Art. 4 – Evaluation Procedures for Contributions for Part Two of the Journal
1. Once received, each contribution is anonymized and sent by the Editorial Secretariat to a reviewer, chosen by the Editorial Board based on specific thematic expertise and on a rotational basis. The Editorial Board sets a deadline for the reviewer to submit their evaluation, which as a rule shall not exceed 30 days from the assignment. The Board may proceed with a replacement if the evaluation is not delivered within the allocated timeframe.
2. The reviewer expresses their evaluation by submitting the evaluation form within the deadline established by the Editorial Board.
3. The Author receives the form containing the anonymous review. If the reviewer recommends publication without modifications, the contribution is accepted for publication. If the reviewer recommends publication subject to modifications, their feedback is transmitted to the Author, who shall then resubmit the contribution to the Editorial Board. The Board may decide whether to return it again to the reviewer or proceed directly to publication. If the reviewer expresses a negative opinion, the contribution will not be published.
4. The Editorial Board and the Editorial Secretariat guarantee anonymity throughout the evaluation process, in accordance with the double-blind peer review framework.
5. The Editorial Secretariat is tasked with archiving and preserving the evaluation forms.
6. Before publication, the Editorial Secretariat requests from the Authors an abstract (in Italian and English), along with five keywords in English.
Art. 5 – Processing of Personal Data
1. Personal data obtained by the members of the bodies referred to in Art. 2, para. 2 shall be processed by them in compliance with the provisions of EU Regulation no. 679/2016 (GDPR) and Legislative Decree no. 196/2003, as amended, and exclusively for purposes related to the management of the Journal.
2. The Data Controller for the processing of personal data is the University of Trento.
